22nd July 2026 – The Border People FLOW project is now fully operational, with the project team in place and work underway across research, stakeholder engagement, advice sector training, digital development, and policy activities. The project continues to work with partners across the border region to improve support for cross-border workers and employers.

About the project

The Centre for Cross Border Cooperation (CCBC) manages Border People FLOW – Fostering Labour Openness and Workforce Mobility project, which is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB).

The project was awarded €1.3m PEACEPLUS funding in November 2025 (see press release) and project partners began activities in February 2026.

The project’s overall aim is to  strengthen the foundations of a cohesive all-island labour market. Through coordinated information dissemination, strategic capacity building and cross-jurisdictional engagement, the project aims to enhance the capacity of advice services to support cross border workers and employers, while also providing evidence-based analysis and policy recommendations to inform legislative and administrative developments that will improve labour mobility and economic resilience on the island of Ireland.

Ultimately the project’s objective is to advance an inclusive all-island labour market, enabling workers and employers to thrive and public systems to respond effectively to a rapidly evolving employment landscape.

During the three year funded period the project will:

• Improve access to reliable cross-border employment information and support.
• Strengthen the cross-border capacity of advice services and support organisations.
• Generate evidence to inform policy and systems change that supports a rapidly evolving all-island labour market.

PEACEPLUS Award: €1.3 million, February 2026 to January 2029

Border People FLOW is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB) a North South Body with the statutory remit for managing EU funding programmes within Northern Ireland and the border counties of Ireland.

The PEACEPLUS Programme has been designed to promote peace and prosperity across Northern Ireland and the border counties of Ireland, and has a total value of €1.14bn, to be delivered over the next four years.

PEACEPLUS is co-funded by the European Union, the Government of the United Kingdom of Great Britain and Northern Ireland, the Government of Ireland, and the Northern Ireland Executive
